Does emergency medi-cal cover birth control?

I got pregnant and decided to get an abortion as I am not ready to have a child. I am in California so I went to planned parenthood after making an appointment online. I have tricare which isn't accepted by planned parenthood so they suggested I apply for emergency medi-cal. I don't make very much so I qualified and went through with the abortion process. Two weeks later I went back for a check-up which was still covered by emergency medi-cal and while I was there I asked if birth control would be covered by the medi-cal. Multiple people said that it would but that they were busy that day so I had to come back for another appointment. My emergency medi-cal doesn't expire until 3 weeks from now but when I got there they said that I had to pay out of pocket which was over a grand. Getting birth control from my hospital on base can be a real pain. I was wondering if what they said is true despite my emergency medi-cal not being expired yet.
