Friend having trouble signing up for Obamacare as Special Enrollment Period.

Divorce almost finalized (I believe it has to be final to qualify as life change?), but already moved out and has a new address about 20 miles away. Currently has Golden Rule "short term" insurance, so he said no on the application when it asked if he has qualifying insurance, or however they word it. Income will be low this year…say 25k. So he fills out form and first it says he's eligible, but then the downloaded form says not eligible due to this:

"The life change you reported doesn't qualify you for a Special Enrollment Period."

My best guess is it has to do with him being in same area with only the same plans available, and I read it has to be in an area with different plans, or does that only apply if you already have "real" insurance in the area, and not a short term non qualifying (?) plan like he has?

EDIT when we log in says "Application is complete." So can he reapply if he fixes whatever is problem from above, assuming it's fixable?
