in-network surgeon at out of network facility

I had an elective surgery recently with a doctor I had verified was in-network with my insurance. The receptionist verified the surgery would be covered with my insurance before I was able to schedule it. I found out the day before surgery when they sent me the address for the surgery center and I looked it up that they were not in-network. I had emailed the receptionist to ask about this since she told me it all would be covered and she said that they would "work with the insurance to have it billed at an in-network rate". I went through with the surgery because it was already scheduled for the next day and I didn't feel like I had any other option. Now the claim from the surgery center went through for $2,000 and the insurance paid nothing because I have separate out of network deductible that hasn't been met. Is there anyway to appeal this with the insurance to have it billed in-network or negotiate this with the surgery center?
