Healthcare Marketplace plan quality changes based on income?

I need help navigating a situation. I am insured through the open market with a plan with Pacific Source. I had a child on 12/28 and all forms I read said that you have 30 days to update your insurance plan/report a life event and that your child will be covered under parent's insurance until that time. I reported a life change to healthcare.gov on 1/20. I have a bill for my child on 12/31 from her first pediatrician appointment and PacSource is saying they can't cover it because the healthcare.gov only backdated it to 1/1/2023 for her and when I reached out to the healthcare.gov team they said since I didn't report it in 2022 I can no longer make changes to that application so she was not covered for the 3 days of 2022. No where did I see that it had to be reported in that year so when I made the life change on my only current application there was no note that I needed to report in 2022, which I doubt I could since it was probably closed. I had a difficult birth so we didn't even leave the hospital till 12/31 so it seems outrageous that the insurance company expects this to be reported before the end of the year given the situation. Is there any recourse in this situation or am I just stuck due to bad timing?
