Is there such thing as a health insurance advisor, to help us choose the right plan?

My wife and I are both employed and have health insurance options through our employers (both of us work remotely for out of state companies, which will be relevant). We have been struggling to get pregnant, and if it continues another couple months we might be looking at infertility treatment / IVF.

Both of our plans explicitly exclude infertility treatment. However, our state requires IVF treatment to be covered, but it's chock full of loopholes. For example, out-of-state employers are exempted. So are in-state employers with out-of-state benefit providers. And something about self-insured vs fully-insured plans.

Anyway, we're wondering if it could potentially make sense to decline our employer coverage and instead buy a marketplace plan (which should adhere to our state requirements and give us coverage). But there would probably be a steep increase in premiums (since our employers would not be contributing), but could still end up being better?

Between coverages, loopholes, premiums, male vs female treatment, etc., I don't feel very confident making that choice on our own. Is there some sort of person or service who would look at our plan options, likely treatment paths, and advise us on which would be best?
