Can you use insurance to pay for a medical professional to testify in court?

I cover my stepkids on my insurance. My 12 yo stepson was seeing a therapist who stopped communicating with my husband for the last 3 months stepson was a patient. He referred stepson to family based counseling saying he needed more intensive therapy than he, the therapist, could provide. My husband sent several emails to try to get an explanation and the therapist was hostile. My husband questioned it because his son would need to go on Medicaid for the family based counseling to be covered which classifies him as disabled and my husband was unsure why. The only explanation he could get from the program supervisor was that it is just an insurance loophole in PA but wouldn’t put stepson in special Ed at school or affect anything else. My husband agreed because at that point stepson was no longer seeing the referring therapist. Two months later there is a custody trail. My husband is trying to get primary custody of his kids. Mom has been trying to alienate, is pitting the kids against each other, isn’t involved in medical issues, etc. mom has the therapist call in and testify for 15 minutes. He lied and we can prove it. He also omitted some extremely important information. Ss threatened to kill his mother and her wife in their sleep. THAT was the trigger for the family based therapy. The therapist withheld that information. It came out 2 months i to the family therapy. Trial was October. Revelation was December. Two weeks ago my husband received a bill for a copay for therapy for his son with the therapist on the day of the trial. He thinks they screwed up and calls them. They agree to look into it. Yesterday I get an explanation of benefits from insurance for a 60 minute office visit for psychotherapy for the day of court. My insurance actually denied the claim because the provider is no longer covered by my insurance. I don’t know why.

The therapist is billing my insurance for an hour office visit for his 15 minute testimony for mom who is not a party to the insurance. Is that permitted? I’m sure my husband will now get a bill for $165 which is the amount that the therapist charges and there is no way in hell he is paying the guy who testified for his ex and lied and withheld extremely important information.
