Cigna provided very wrong estimate, says they would review, but never did. Caused me to miss discount rate on original bill. How to navigate?

I had an ultrasound done on February 28. Before going, I called Cigna for a quote on the procedure, and using the code they received from my doctor, they gave me an estimate of $100-something. On March 15, I received a bill from the hospital for $1300. I called Cigna to ask them to reevaluate based on the original quote, and they said they would take 30 days to review.

I called Cigna back on April 15 because I hadn't heard back. They said there were no notes in my file that someone was reviewing it. While waiting for the 30 days, I lost the early pay discount and now I owe $1450 for the ultrasound. Also, they said regardless of the original estimate they provided, they don't honor their own estimates, so I'm SOL.

I contacted the hospital billing department and they said they don't usually give people back that discount, so I'm apparently stuck with owing the full amount.

What actions can I take at this step? Is there anything I can ask about or do to negotiate the bill further?
