Doctor falsely charged me 200, billed my insurance for the appt, and won’t refund me my money. Next steps?

hey im super frustrated and need help. i went to the doctors back in feb and was told that i owed them 200 for copay because i hadn’t reached my deductible. i paid them the 200 dollars using my FSA card. my insurance informed me afterwards that i dont need to reach my deductible for an annual check up, and that my copay should have been 0 dollars.

claim was submitted for 200 dollars and my insurance paid them for this amount. office says that they dont owe me any money because i hadn’t reached my deductible yet (not true.)

the insurance has reached out on my behalf twice and told them that they needed to refund me. I believe they said they would investigate the office (idk how far this went?)

i called billing today but theyre sticking to the idea that i owe them the 200 and they dont need to refund me. insurance advised me to pursue this civilly? but idk how to do that. is there anything else i should do in this situation? 🙁 i really need this 200 dollars back
