Health Insurance options for Special needs person (age 30s)

Posting this for my in-laws who have a paralyzed (from waist down) adult child (female age 30s) with spinabifida with hydrosephalus, chiari malformation, kidney disease with only one functioning kidney, and multiple other special needs issues that stemmed from doctors messing up during pregnanacy/birth back in the 80s. They never sued because it was much more difficult back in the day to do so.
Essentially my father in law is retiring at 67 and getting on medicare, but appartently they are told the law states she can't get on their medicare plan until 2 years after her father starts it? So their only option is TenCare which a lot of her doctors don't take or continued insurance through her dad's current employer which would cost ~$1000/month for just their daughter which is the option they are likely going to go with until 2 years from now when she can be eligible for medicare. What other options do they have? The daughter currently recieves SSI and has been for over 10+ years. Any help would be greatly appeciated so I can assist them!
