How do I enroll for a marketplace plan if my income is below the FPL

I currently have Medicaid in arizona but I have been spending time living between states recently (arizona and california). I don’t have any income right now, and I’m not sure when I will get a job so it’s hard to estimate how much I might make this year. But if I had to guess, it would be below the FPL.

Any time I go on healthcare.gov or covered california, when I put in my income it automatically directs me to the Medicaid applications. The problem is, Medicaid isn’t working for me because of my location instability and I’d like to explore some PPO plans that work nationally. Currently I haven’t been able to get any health care because I’ve been in california. There are also zero urgent cares and hospitals in network in california with my az Medicaid, which is scary. I want to weigh my options of paying a premium for health insurance I can actually use. (My mom supports me with bills and things).

The only way I can think to get around this is to lie and estimate that my annual income will be above the FPL, and then get the subsidized marketplace plan. I will probably get the plan through arizona marketplace since that’s my current permanent address. But is there a penalty for over-estimating your income and being below the FPL and using healthcare marketplace subsidies on a PPO plan?

Also are there marketplace plans that have national coverage?

I just want to have the option of anything but Medicaid, but the income part seems to be blocking it. I also have a chronic illness so it’s important that I have access to covered services in both arizona and california. There are many times when I have needed a doctor urgently and I can’t just drop everything and drive to arizona.
