Is there a way to buy affordable insurance for my 80 year old mother from Brazil. We desperately need that for her Green Card process.

I'm a US citizen trying my best to find insurance for my 80 year old mother, who will get here at the end of April on a tourist visa. We, then, will petition for her permanent residency (green card) here. She is at the beginning stages of Alzheimer's disease, and I'm afraid Immigration won't grant her a green card if they think she will collect benefits from the government, so I need to find whatever insurance is the cheapest for her. She has health insurance in Brazil and will travel back and forth to keep up with her treatments if the coverage of the insurance here is bad – we really don't care about the quality of the insurance. We can get her check ups through affordable clinics and church organizations and we even have a telemedicine thing set up for her. All we need is to show that she has some insurance, so immigration will not deny her permanent residency, thinking that she will collect federal or state benefits (she won't). She has no one to take care of her. My father is deceased and I'm her only child. I have been googling this for days now, and all I get are forms to fill out and give my address and phone number (I'm receiving dozens of scam calls a day because of that) and $2,000 plus plans that none of us can afford. Please help. Thank you.
