Lost coverage due to QLE during COVID. Now that the pandemic is over, when is the last day to enroll in marketplace coverage?

Originally lost coverage May 2022 due to turning 26. Can’t get insurance through my job.

My original plan was to hold off getting insurance from the marketplace until COBRA wasn’t an option anymore. If I’m understanding the rules correctly I would have until July 31, 2023, to choose COBRA if I needed it (one year tolling + 60 days).

From what I’ve read before, if you lost coverage during COVID due to a qualifying life event (i.e. turning 26) you would have 60 days after the pandemic ended to choose a plan – so if it ended May 11th last day to pick a plan would be July 10th. However, I just checked https://healthcare.gov/coronavirus and the website states The Special Enrollment Period for the COVID-19 Public Health Emergency ends June 9, 2023.

After reading that I submitted an application on healthcare.gov to see what my options were and I was given a deadline of August 3rd.

So which is the last date I have to enroll in a marketplace plan – June 9th, July 10th or August 3rd?
