I shouldn’t have to meet TWO deductibles since I have two insurances, right?

I recently visited urgent care. Here some facts:

The urgent care was in network for my primary insurance, according to the insurance company.

I have met my deductible for my primary insurance

With my primary plan, Urgent care visits are 100% covered if they are in network and you have met your deductible

I have not met my deductible for my secondary insurance

I gave both my primary and secondary insurance to the urgent care facility. They tried to charge me an $80 copay for my secondary insurance.

I said, “that can’t be right, since I met my deductible for my primary insurance. Did you file the claim for the primary insurance?”

They said “yes, but your secondary insurance has an $80 copay.”

I said “Ok, I don’t want you to run a claim with my secondary insurance then.”

They conferred with the doctor and said “they need to do coordination of benefits, so we won’t charge you today. But if you get a bill in the mail, that is why”

Maybe I’m crazy but that’s not how it works right? I shouldn’t have to meet TWO deductibles since I have two insurances, right?
