Short term medical plan to replace existing coverage

This is a follow up question to a previous post. I've been doing continued research and trying to talk to my and my FIL's HR department. We also completed a medicaid application, but I'm not sure if the medicaid denial would actually open a SEP if it wasn't completed during OE, which is what one commenter suggested. I'd be very surprised if she was eligible for medicaid, based on income.

My wife, who is pregnant, and I are trying to see if there's a way to get her off her father's insurance plan, which won't cover her maternity services to get her onto mine with my employer. I've been told by my employer's HR department that if she loses her existing coverage, that will be enough to add her to my plan.

It seems like if we can provide proof to the State Health Plan people that she has coverage with another insurance, they will allow her father to drop her from the plan. What I want to know is: Could short-term insurance work just to get her off her father's plan?
