Why doesn’t my HDHP have a copay for PCP/Urgent Care visits?

So I'm 26 and got off my parent's insurance this year which was a HDHP. I used to pay a copay of $20 to see a doctor/urgent care for an office visit. However, my current employer insurance is through Premera and is a HDHP with a deductible of $1750. I opted for a HDHP because people told me that the tax-benefits of an HSA are worth the high deductible. I was already billed this year $350 for an earwax removal from an ENT.

Today, I just got my bill for my urgent care visit which was $300 just for the office visit, and $150 after the in-network discount. Does this seem normal for just the urgent care visit?

From my understanding, if I were still on my parent's plan, I would only need to pay $20 for the office visit. I was under the impression that HDHP's are supposed to have a copay. Why doesn't my current insurance have a copay, despite it being a HDHP? It seems like due to it not having a copay, I'm responsible for very high visit fees just to see a doctor, not even get tested, until I reach my deductible.
