Getting Insurance through parents and getting Covered CA at the same time

Hey so I found my self in a weird position and in a scramble to get surgery before the year ends so I have some questions regarding my insurance which is a little confusing. This is a procedure that will change my quality of life a good amount and I didn’t realize any of this stuff was happening so I am trying to get everything going quickly.

Here it goes:

Can I have insurance through my mom and Covered CA at the same time? Its a little complicated but I’m trying to get a expensive specialized procedure done that my current insurance (Kaiser) with my mom covers, but she is going to switch providers during open enrollment and the procedure will not be covered under my new insurance with her employer and will have to pay $10k+ (Blue Shield).

My plan is to hopefully get the procedure done before if I have to switch, but if that doesn’t happen I wanted to enroll in her plan with her employer as a dependent (Blue Shield) that starts during open enrollment and then try to register and sign up for Covered CA and then temporarily pay for for the Covered CA and get Kaiser for a month or two to get the expensive surgery done then cancel and switch completely to Blue Shield (would Kaiser even allow this after surgery?). For this to happen I would be paying both under my Mom’s new plan and then Covered CA for Kaiser for a month or two aswell (which I don’t mind as it will be cheaper). You can tell all this insurance stuff is new to me, please let me know if any of this is feasible or even legal lol I have no idea how any of it works.

Some Extra info:

One thing to note is that I do not currently have Covered CA, I am just using my parents old plan so I will need to apply for it to get any discounted plans. I am also a 23m Unemployed in between jobs after graduating right now and my new job may potentially start soon (no benefits though and low paying, could this help my situation?) so maybe If I switch jobs a few months down the line I can use the qualifying life event thing? idk Just adding more ideas.
